I don't think so, I discussed with Francis before he left. I thought NS A
should delete NS and etc. But seems they have concerns about privilege
isolation. For example, the reason we give a user NS A is not allowing them to
manage NS but allowing the to have A on all tables under the NS. So NS A is
only for inheritance but delete/modify/revoke/grant still need the global one
to guarantee the safety.
