The behavior change was introduced in HBASE-12634 days ago. Apparently, people
in HBASE-8015 was supposed to participate in the discussion.
More more thing, thanks to the inheritance behavior, the method
requireNamespacePermission I added is actually checking Global or NS. A
requireGlobalOrNamespacePermission is not necessary.
if (authManager.authorize(user, perm)
|| (namespace != null && authManager.authorize(user, namespace, perm)))
this is equal to:
if (authManager.authorize(user, namespace, permission))
