After we're done this I wonder if we can circle back to an argument from the OP 
on this issue:

Agreed. For both increments and appends we should be simply writing out the 
submitted deltas and summing at query or compaction time.  New issue for that?

We still want the changes under discussion to minimize effect of slow ops on 
other ops in flight.
