The first UT can be solved by HBASE-21364 and also the new code introduced in
the UT2 patch. But in the UT2 patch, I introduced a new UT, which can make the
procedure hang without restarting...
So I think we need to revisit the lock and queue implementation, the current
behavior is broken I'd say...
