Description: Since ShutdownHook is not registered at startup, when HMaster
is stopped through hbase-daemon.sh, HMaster cannot exit gracefully, the
threads and services of HMaster cannot be closed normally, and the master local
region also cannot be closed normally, which may lead to some inexplicable
