That's a good approximation of what it is doing. Each service can implement its
own health check action.
The health check we have for HBase itself may be insufficient we have just
discovered. Our intention for our testing is for all the region servers and
master processes to be in a good state before we restart the next node, but
that might not always be the case. We are checking on this now.
