I'm in favor of working through the parent pom version upgrade, at least for
master and branch-3. It'll require an audit of all the plugins we've pinned to
a specific version. Reading through the new parent pom, I think we might also
adopt its style of naming dependency version properties. For example,
{{version.maven-antrun-plugin}}.
