There are substantial dependency version changes b/w v23 and v31. See
https://github.com/apache/maven-apache-parent/compare/apache-23...apache-31.
Also v23 was release on Jan 22, 2020. But I think it's still better to be on
latest apache parent pom and resolve issues that we may encounter than be on
something very old.
