Description: The GitHub branch for HBASE-28957 contains all of the changes
for https://issues.apache.org/jira/browse/HBASE-28957. Many of the commit in
this branch also added unit tests. As a result, some of the test cases proposed
in the [testing
document|https://docs.google.com/document/d/1yyZg0GIx_d-1_CbiFynYbeGdZd8yut0uWPO_zR8H_KQ/edit?tab=t.0#heading=h.gxps1d7vepi3]
may have already been written. It would be help to go through these commits
again and record what test cases have already been solved.
