I noticed that the `refguide` build adds the `-DskipTests` parameter to the
maven command which disables lint, typecheck, unit, and e2e tests.

[~paksyd] I remember you were dealing with some dependency issues on build
machines. Was it the reason that these tests removed from the precommit?
