There are indeed parts of SortedCopyOnWriteSet that are not thread safe due to 
leaked references to the TreeSet implementation.  I opened HBASE-7326 to fix.  
From a quick review of the trunk code, though, there is nothing (yet) using 
SortedCopyOnWriteSet in an unsafe way.
