[~zhangbutao] TLS is not widely used in tests and we are not using
testcontainers that often either so the chances of hitting the bug are rather
small assuming that TestHttpSamlAuthentication remains disabled in branch-4.1.
JDK-8315422 is also fixed in JDK 17.0.13 so if it ever happens that we hit the
bug in branch-4.1 we could also bump the CI to a more recent JDK 17 version as
well.
