[I] [Bug]: 'Open File' dialog when editing configuration files in Environment properties prepends CWD of client, doesn't resolve variables (hop)

   ### What happened?
   
   This occurs in both Hop-GUI and Hop-Web clients
   
   1) Edit an Environment
   2) click 'New' to create a new file, or, if you have existing files which 
have and environment variable in the path (ie ${HOP_CONFIG_FOLDER}) choose that 
file and click 'Select
   3) the 'Open File' dialog will open with the path of the CWD prepended to 
the path of the selected configuration file, and/or without any environment 
variables being replaced
