Fixes #8660. When the REST Client had an incoming hop that was disabled, it treated itself as a starting transform. With field-based options such as Accept URL from field, that caused validation to fail even though the disabled hop should make the transform a no-op. The REST Client now considers disabled incoming hops when deciding whether it reads rows. This preserves the existing behavior for a true source transform while allowing pipelines with a disabled incoming hop to finish without making a request. A regression test covers the reported setup and verifies that no request or output row is produced.
