Justin came back and said that he was wrong about zipkin not needing to be in 
the NOTICE.  The other dependencies can be removed from the LICENSE, as long as 
we make sure they don't get bundled in our releases.  (We did have some 
dependencies inadvertently bundled in the current release.)
