In the Iceberg community sync today, it was decided that we will not be
adding millisecond timestamps after all.
Current status of this PR:
- millisecond timestamps removed
- note added to v3 Appendix
- rebased and squashed
- type promotion *not included*
- someone with better context will follow up in a separate issue
@Fokko do you think we're ready to merge?
