Review Comment:
This approach keeps track of duplicate DVs as they are added for commit. The
logic was already tracking newDVRefs below so as soon as a delete file is added
which has a referenced file already in newDVRef, this map can be populated.
Another option is to just track a boolean if there are _any_ duplicates,
then at the end we could loop over all the DVs and group by referenced file to
figure out duplicates. This option doesn't seem great when we expect the
average case for a data file to not have many duplicates which is why I went
with the targeted map approach.
