Review Comment:
   I've updated the description in the spec to clarify that v3 paths are 
'fully-qualified' which is the terminology we had for v3- and added minor 
clarification.  We never fully defined 'fully-qualified' but that's part of 
what we're trying to address here, so I wouldn't lean too hard into trying to 
now go back and rewrite the intent behind 'fully-qualified'
