we are loosing a release window ....
here is what i would propose :
1. Lets just for now make the REST catalog work with always client side
creds (storage + kms), and park
hybrid mode (storage from server + kms from client) and server vended creds
(storage + kms from server side) dependent on @szlta spec change ....
2. Support client side creds (storage + kms) by default ... and add a rest
config flag default `false` to always use kms creds from client side .... (This
make this a concious choice for folks who always wants to configure kms client
side)...
I am fine with either 1 or 2 , lets choose either one and proceed ....
