Review Comment:
I've struggled quite a bit trying to support both split and non-split scan
tasks in this method. I had to accept arbitrary scan tasks in `isAdjacent` and
`combineWithAdjacent`, which made it look weird. That's why I introduced a
separate interface `CombinableScanTask` but that doesn't really make it great.
