Description:
h3. Motivation
In IGNITE-22177 and IGNITE-25979 we have implemented new feature that allows to
reset partition with storage clean up.
We need to provide a way to user to use this method.
In this ticket we should cover CLI API functionality for both colocation and
table oriented partitions.
h3. Implementation Details
>From the API point of view, we can add new flag {{--withCleanUp}} to the
>existing partition restart commands.
h3. Definition of Done
* Corresponding CLI endpoints are created.
