Description:
Currently there are 4 todos and 1 disabled test.

refactored to ZonePartitionId. I guess even after !colocation code removal we
will still use TablePartitionId, thus after corresponding check we may simply
remove given todo.
# Three other todos make sense.
# Disables test should be revised.
