Summary: Do not trigger FH on vacuum failure

FH is called on any failure on
VacuumTxStateReplicaRequest [1]. It's too severe reaction: error may happen for
any reason (timeout, etc.) but shouldn't lead to FH and node failure. We can
assume that vacuum request may be retried according to schedule.
*Definition of done*
FH is not triggered in [1], but there should still be some logging.
