Summary: Successfully finished txn cleanup futures may be cleaned

Txn cleanup futures [1] are stored in heap until transaction is finished.
The may be cleaned up after they are finished successfully (failed future will
be replaced with another one when request is retried).
Also this should be done with awareness of force cleanup logic, see IGNITE-22245

Successfully finished txn cleanup futures are not stored until txn finish.
