I've validated the Changes.html file generated by the
[changes2html.pl|https://github.com/apache/lucene-solr/blob/master/lucene/site/changes/changes2html.pl]
file, and https://validator.w3.org/ listed hundreds of errors. The script
should validate a valid HTML.
