There appears to be growing consensus among committers that it's time to start
removing features so committers can have a manageable system to maintain. HDFS
has come up a number of times as needing to be removed. The HDFS tests have not
been maintained over the years and fail frequently. We need to start removing
features that no one cares about enough to even maintain the tests.
