I think a SIP would be the best process to clearly lay out the proposal since
this is such a complex area already.

Even if you describe the proposed change in a SIP, there will likely be
multiple JIRAs as a result, where this one could add the new configset edit api
and other issues could opened to handle related changes that the SIP concludes
with. Benefit of SIP is to describe "Solr Conigset APIs" on a high level one
place instead of spreading that discussions across multiple JIRAs, slack, email
etc which would be very hard to follow.
My current feel for this JIRA in isolation is that it will contribute to more
confusion around Solr configuration. It would perhaps help to see the proposed
RefGuide changes for this JIRA - it could be that I could be convincend if we
manage to explain this in a clear way and relate it to the other existing APIs.
