Description: There have been customer reports, not on the user or dev list,
of performance degradation of the /export handler from Solr 6 to Solr 7.
Originally it was thought that SOLR-13013 would resolve this issue but, this
has turned to not be case. This ticket will if there is a performance
degradation between Solr 6 and 7 and if there is pin-point the reason. (was:
