The patch conditionally only passes {{--no-module-directories}} on 11 and 12,
and allows {{ant javadocs}} to succeed on 13.
Otherwise javadocs task fails like this:

[javadoc] Generating Javadoc
[javadoc] Javadoc execution
[javadoc] javadoc: error - invalid flag: --no-module-directories
[javadoc] Usage:
[javadoc] javadoc [options] [packagenames] [sourcefiles] [@files]
...
[javadoc] 1 error
BUILD FAILED

documentation-lint is still unsupported on this version, that's a separate
issue. But it allows 'ant javadocs' to work.
