for "directly call the javadoc tool" we may want to use the ant task as a 
start. This ant task is doing quite a bit of work above and beyond what the 
tool is doing (if you look at the relevant code to ant, you may be shocked!). 

For example, ant has the logic that currently computes the list of packages 
that are sent to the tool.
