SOLR-14940: Fix ReplicationHandler memory leak through SolrCore.closeHooks
* Added ability to remove SolrCore.closeHooks
* Keep references to CloseHooks in ReplicationHandler and remove them on
ReplicationHandler.shutdown()
closes #1997
