For verification, I'll do 1. Check if the candidate github account has push access on apache/lucene repo. 2. Check if the candidate github account has been logged as "author" at least once in the commit history. For accounts that do not satisfy the above criteria, I would just omit them. There should be some false negatives (for example, Jira users who reported issues but were not logged in commit history are omitted).
