This slightly reduces heap utilization for KnnIndex writers by:
- Only constructing one `DocsWithFieldSet` instead of 3 for Scalar
quantized HNSW formats
- Only having one `List<T>` instead of 3 for Scalar quantized HNSW formats
This does change an experimental API (FlatVectorFormats) slightly to allow
reuse.
