Should we backport this PR to 10.x branch? I am trying to backport this change about [enforcing fallback support for float vector retrieval in quantized KNN vector formats](https://github.com/apache/lucene/pull/15476) but the test case is failing there because the fallback support is not present in the Lucene99ScalarQuantizedVectorsReader.java on 10x branch. -- This is an automated message from the Apache Git Service.
