create-bundle should not bomb for pom projects, just skip

For ease of use a parent pom-packaged pom should not cause
repository:create-bundle to bomb, it should recurse into the modules, emitting
an INFO that the pom-packaged parent has been ignored.
This would enable many modules to be packaged in one command.
