This wouldn't be a terrible thing if it was easy to alter the announcement.vm, 
but for the life of me, I can't seem to make that happen without actually 
altering the plugin.  

I'd be happy to look into what it takes to make the changes plugin handle an 
external template, but since it is documented that you can do it, I'm somewhat 
fearful that there is something I'm missing and it actually does work.  

Today, I've got my own changes plugin with a different template in the jar - 
this seems like a poor solution.
