I don't think there is a point in arguing what should be in JDK and what 
shouldn't, who is right and who is not.

Current situation is that surefire makes something that user doesn't expect 
(adding all modules under java.se.ee) and has to do workarounds to make 
surefire work with given application (make user choose which modules to load, 
don't do it for him). As of now when one encounters a problem similar to the 
one discussed here, "the net" recommends using older surefire/failsafe version. 
I think this is not a healthy situation.
