the functionality for this exists now with the new security setup, a group lvl
developer and user role is created for each project group.
if your interested in other features like making a build visible or not based
on role existance than that is something we need to discuss. I think we'll
probably try for a 1.1 best case defaults release for all these things and
expand on the options in later releases.
