You should be able to use an inclusion pattern with a wildcard in a dependency
set, like this:
<dependencySet>
<includes>
<include>*:javadoc</include>
</includes>
</dependencySet>
Also, you can specify a <attachmentClassifier>javadoc</attachmentClassifier> in
the <moduleSet><binaries/> section, for those javadoc artifacts built in the
same multimodule build.
