This component will set/check all default information and take care of
everything like setting proxy/auth information, mirrors, servers, update
policies, everything. It will be the one place to look for this stuff. Right
now it's scattered amongst MavenTools, SettingsBuilder, DefaultMaven and the
Embedder.
