Why does it come into play in artifact resolution? I can't remember and I will
take a look but that cache is to link up projects in a reactor to use compile
classes directly so what is happening that makes this required for artifact
resolution? This is strictly for in situ work. Something smells funny if this
is required for artifact resolution.
