Re-reading the issue, now I see you're talking about the settings.xml, whereas 
I thought it was the pom.xml. 
But as this property must be solved for a plugin, I expect that this 
ModelInterpolator is still responsible for getting the right value.
I need to look at the commit history, because it looks very weird that somebody 
implemented it like this.

http://maven.apache.org/settings.html#properties says it should be possible for 
properties in the settings.xml, so this looks like a bug.
As the settings.xml is already a system specific file, there's often no need to 
use environment variables (as these can be considered constants in general).
