I need the PLK to distribute a binary version the IDE package (unless the user
decides to download and install the entire the SDK=128MB). This also means a
person building the open-source version would need to obtain their own PLK to
distribute. This is going to be a pain. There are further problems (section
3.4) if someone takes the open-source version and decides to include it
commercially. I am going to dump any consideration of using the integration
package and instead use a VS add-in.
