OK, now I see. I think that this invalid:

You have to upgrade ALL Maven Release and SCM components since they come as a
coherent system. You cannot simply update one espcially when this is a
milestone, but backward compat guaranteed. This plugin obvsiouly requires a new
major version to update all of those components.
