This introduces the "chapter" level integer numbered headings, but they appear
on a separate page and are formatted the same as the sections numbered 1.1,
1.2, etc. Definitely not what I wanted.
I don't see where the page breaks happen, I'd like it to only page break for
the integer numbered "chapters".
It does correctly handle the page numbers, starting with 1.
