Turns out the problem is on my side and I was trying to fix _the nothing_.
So, my old configuration was
```xml
<plugin>
<groupId>org.apache.maven.plugins</groupId>
<artifactId>maven-plugin-plugin</artifactId>
<version>3.6.4</version>
</plugin>
```
and
```xml
<reporting>
<plugins>
<plugin>
<groupId>org.apache.maven.plugins</groupId>
<artifactId>maven-plugin-report-plugin</artifactId>
<version>3.8.1</version>
<configuration>
...
</configuration>
</plugin>
</plugins>
</reporting>
```
That will result in no *Plugin Documentation* report being generated.
The version should have been matching.
The following part of configuration, which I was using to fix what I thought
was an issue, is not necessary.
```xml
<configuration>
<enhancedPluginXmlFile>${project.build.outputDirectory}/META-INF/maven/plugin.xml</enhancedPluginXmlFile>
</configuration>
```
