Description: Currently the SCM elements are not encapsulated in a profile,
i.e. they are automatically inherited by all derived projects. As those never
share anything with the SCM URLs of the ASF parent it would make sense to only
conditionally set those SCM elements (in a profile). (was: Currently the SCM
