Due to breakage in maven-scm, the release plugin is broken when used with
Subversion 1.3.x and earlier - see SCM-320. Since the version of maven-scm in
use is explicitly determined by the maven-release-plugin dependencies, I'm
filing this issue to link the progress of SCM-320 to the release-plugin release
planning.
I'm filing at Priority=Blocker, since this is a regression over 2.0-beta-5.
