IMHO is not global for sure, especially as you can have multiple maven versions in multiple terminals (like with sdkman) and as single user. So "global" is kinda misleading to me. I like more "maven system..." Regarding this: we have discussed this notion last year with @rfscholte and came up with https://cwiki.apache.org/confluence/display/MAVEN/Commandline+inheritance.
