[~cstamas] I used the command you mentioned and it confirms that 
"env.MAVEN_GPG_PASSPHRASE" contains a secret value (the value shows up as ***).

I am the second person to report this bug (see 
[https://github.com/actions/setup-java/issues/629)].

Can you please debug this problem on your end to figure out why the passphrase 
is being rejected?
